Abstract

Public services serve a vital role in ensuring that all segments of society have equal and fair access to the services they require. Among the various regions in East Java, Jombang Regency is one area that is often in the spotlight when it comes to public services. The Jombang Regency Government, through the Community and Village Empowerment Agency, has launched an e-Office website called Sabdopalon (Village News and Online Services Administration System). The purpose of this study is to identify, describe, and analyze the obstacles faced by the Community and Village Empowerment Agency of Jombang Regency in implementing the Sabdopalon e-Office website in Jombang Regency. The research method used is descriptive qualitative with Sabdopalon in Jombang Regency as the research object. This research focuses on Saman Saleh's theory of Organizational Barriers in E Government Implementation with three dimensions, namely: Organizational Culture, Information Technology, and Organizational Structure. Data collection techniques include observation, interviews, and documentation. Informants in this study were determined using purposive sampling. The results of this study are as follows: 1) Organizational Culture: In terms of organizational culture, the implementation of Sabdopalon faces obstacles in the form of cultural resistance to digital change and digital literacy gaps among the community. 2) Information Technology: In terms of information technology, obstacles are encountered in the form of uneven network infrastructure and technological capability gaps between generations. 3) Organizational Structure, with a focus on organizational structure, faces obstacles in organizational structures that are disproportionate to the workload and dependence on external support.
