Abstract

Public service is an essential aspect in realizing good and just governance. One tangible form of public service in the land sector is the Systematic Land Registration Program (PTSL), which aims to provide legal certainty over land ownership rights for the community. This study aims to analyze the implementation of the PTSL program in Menur Pumpungan Sub-District, Surabaya City, using Charles O. Jones’s policy implementation theory, which consists of three main indicators: organization, interpretation, and application. The research method employed is descriptive qualitative, with data collected through observation, interviews, and documentation. The results indicate that, in terms of organization, the program implementation has been supported by a clear organizational structure, competent human resources, and financial support from the Regional Budget (APBD). In terms of interpretation, program implementers have understood and applied the policy in accordance with the Regulation of the Minister of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) No. 6 of 2018, thereby achieving the certification target, although the program’s socialization was not conducted. Meanwhile, in terms of application, the program has been carried out according to procedures but still faces technical obstacles in collecting community documents due to time constraints and incomplete documentation. Nevertheless, the program was completed on schedule. In conclusion, the implementation of the PTSL program in Menur Pumpungan Sub District has not yet been fully optimal, thus requiring technical improvements for future implementation.
