Abstract

An electronic certificate, represented as a barcode-based digital signature, is a key component of e-government aimed at creating an efficient, accountable, and transparent administration. Regulated by Mayor Regulation No. 71 of 2022, its implementation in South Tangerang City is pioneered by BKPSDM, supported by applications such as SISUMAKER and AMANDO. Using Smith’s policy implementation theory, this study finds that the policy has improved efficiency, transparency, and administrative legality by accelerating bureaucratic processes and replacing physical signatures. Success is driven by coordination, leadership, and training, though challenges remain in digital literacy, infrastructure, and employee adaptation. Overall, the policy significantly advances administrative modernization and requires ongoing socialization and capacity building.
