Abstract

This internship report examines the procedures for resolving land boundary disputes as a form of good governance service at the North Jakarta Land Office (Kantor Pertanahan). Land, as an agrarian resource, often becomes the subject of disputes due to inconsistencies between physical and juridical data. One highlighted case involves a dispute between Mrs. Lumin Tuningtyas and Perum BULOG regarding land ownership claims in Marunda, North Jakarta. The study applied direct observation during the MBKM internship program at the Land Office from February to June 2025. The findings reveal that boundary dispute resolution is conducted through mediation in accordance with Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) Regulations No. 11 of 2016 and No. 21 of 2020. The process consists of complaint submission, registration, evidence collection, clarification, mediation, and land boundary re-measurement. The main challenges include the lack of good faith from disputing parties and limited resources. Mediation by the Land Office reflects the principles of good governance—transparency, accountability, and legal certainty—although its effectiveness largely depends on the cooperation of the parties involved.
