Abstract
Each road segment has its own traffic characteristics, which influence the Passenger Car Equivalent (PCE) values. PCE is a conversion factor used to equate various types of vehicles to passenger cars, enabling a more accurate assessment of road segment performance. Although the PCE values for each road type are specified in the 2023 Indonesian Highway Capacity Guidelines (PKJI 2023), differences in actual traffic conditions necessitate a re-evaluation to ensure the values reflect real-world conditions. This study was conducted on Tambak Osowilangun Road in Surabaya, a route frequently traversed by heavy vehicles due to its function as a connector between the port and warehouse areas. Consequently, driver behavior on this segment tends to be more aggressive compared to other road segments. The methods used in this study include time headway analysis and multiple linear regression. The results show that the PCE value for large trucks based on the time headway method is 2,13 for traffic volumes of 1000–1799 vehicles/hour; 1,85 for 1800–2149 vehicles/hour; and 2,28 for volumes ≥2150 vehicles/hour. Meanwhile, the multiple linear regression method yields PCE values of 1,01, 0,94, and 1,00 for the same respective volume ranges. The degree of saturation calculated using PCE from the time headway method is 1%–2% higher for volumes of 1000–1799 vehicles/hour, 91%–96% lower for 1800–2149 vehicles/hour, and 2%–5% higher for ≥2150 vehicles/hour compared to PKJI 2023. In contrast, the saturation degree based on the regression method is 78%–92% lower across all traffic volumes.
