Abstract
This study departs from the growing public dissatisfaction with various government policies in August–September 2025, which triggered the 17+8 People's Demands socio-political movement as a national protest that spread massively through social media, particularly through Instagram's Add Yours feature, driving a viral chain of digital participation among Generation Z. The study aims to understand Generation Z's perception in Surabaya and Sidoarjo of the movement through the Add Yours feature, specifically in terms of how they made sense of their participation and experience in the digital movement. A descriptive qualitative method with a constructivist paradigm was employed, conducting in-depth interviews with seven Generation Z informants aged 17–26 years residing in Surabaya and Sidoarjo, selected through purposive sampling. Data were analyzed using Miles and Huberman's interactive model, with Joseph A. DeVito's perception framework (stimulation, organization, interpretation-evaluation) and Henry Jenkins' participatory culture concept as theoretical foundations. The findings reveal that digital public figures such as Jerome Polin and Salsa ER served as the primary entry point through which Generation Z in Surabaya and Sidoarjo encountered the 17+8 movement, further amplified by Instagram's algorithm through incidental exposure and peer legitimacy as social proof. Generation Z in both regions was also found to read their social environment first rather than the substantive demands of the movement before making meaning of it. Meanwhile, the Add Yours feature was interpreted across three main dimensions: social awareness, digital identity expression, and FOMO-based participation, with all informants considering it effective in raising awareness, though still regarded as largely symbolic participation. In conclusion, Generation Z's digital participation in the 17+8 movement in Surabaya and Sidoarjo was driven by diverse motivations ranging from critical awareness to trend-based engagement, affirming that digital spaces such as Instagram play a strategic role as platforms for socio-political mobilization, yet require reinforcement through concrete offline action for more substantial impact.
