Abstract

The Lontong Balap Program is a public service innovation developed through a collaboration between the Department of Population and Civil Registration (Disdukcapil) and the Surabaya District Court. It aims to accelerate and simplify the process of amending population administrative documents requiring court rulings through an integrated one-stop online service system. However, its implementation has not been fully optimized due to several challenges. This study aims to evaluate the implementation of the Lontong Balap Program using the CIPP (Context, Input, Process, Product) evaluation model. A qualitative descriptive approach was employed, with data collected through observation, interviews, and documentation, and analyzed using the interactive model of Miles, Huberman, and Saldana. The findings reveal that the program is relevant to community needs, has streamlined service procedures, improved time and cost efficiency, and encouraged public participation. Nevertheless, process-related obstacles remain, including limited service classifications, the absence of formal inter-agency cooperation agreements, and insufficient outreach efforts. Strengthening coordination, optimizing resources, and implementing broader outreach strategies are recommended to achieve the program’s objectives more effectively.
