Abstract
The fulfillment of the right to education must be carried out fairly and without discrimination of any kind, as part of efforts to achieve social justice and equal opportunities for all citizens. In order to achieve quality and equitable education, the Surabaya City Government has implemented an inclusive education policy as a means of ensuring equal rights and opportunities for every individual to access education. This effort is reflected in Perwali Surabaya No. 52 of 2022 regarding Guidelines for the Implementation of Inclusive Education in Surabaya City. The first pioneer school to organize an inclusive education program is SDN Klampis Ngasem I Surabaya, that which previously provided three separate service models for students with disabilities: Full Inclusive, Pull Out, and services in the Resource Room under the guidance of a Guru Pendamping Khusus (GPK). However, with the new policy, there has been a significant transformation in the inclusive service system at this school. The GPK have been integrated and now serve as classroom teachers. The purpose of this study is to analyze the effectiveness of the inclusive education policy at SDN Klampis Ngasem I Surabaya. The research method used is a qualitative case study. Data analysis techniques include data collection (interviews, observations, and documentation), data condensation, data presentation, and drawing conclusions. The focus was on the indicators of program effectiveness according to Campbell J.P. in Mutiarin Dyah and Arif Zainudin (2021), namely program success, target success, satisfaction with the program, input and output levels, and overall goal achievement. The research results indicate that inclusive learning has been effective. However, there are still shortcomings in teachers' skills and the lack of strict rules requiring special therapy.
