Abstract

This study aims to measure the performance of employees of Sedati District, Sidoarjo Regency, in providing population administration and civil registration services. The background of the study is based on Sedati District, which previously won several performance awards, but in 2025 it actually received the second lowest Community Satisfaction Survey (SKM) score, which indicates a decline in performance. To understand this problem, this study requires performance measurement using the Employee Performance Indicator theory from Robbins (2006), including quality, quantity, timeliness, effectiveness, and commitment. The research method used is quantitative descriptive with data collection techniques through questionnaires. The results show that employee performance is generally in the very good category with an achievement of 85.7%. However, these results also provide strategic input to continue to improve aspects of service that still need to be strengthened, especially from several indicators such as effectiveness, timeliness, and quality that still need improvement, so that the overall performance of sub-district employees still has room to be improved.
