Abstract

Small and Medium Industries (IKM) play a role in maintaining the economic stability of Indonesia, especially in East Java Province, which has the largest number of IKM in the country. East Java is also the third-largest contributor to exports in Indonesia in 2023. However, there are still challenges and obstacles faced by IKM. Therefore, the Department of Industry and Trade of East Java is working to empower IKM to be ready to compete in international markets. This study aims to describe the empowerment efforts of IKM by the Department of Industry and Trade of East Java with an export-oriented approach, using Hasdiansyah's Empowerment Theory (2023) which includes 8 aspects of empowerment. The research method used is descriptive qualitative with data collection techniques through interviews, observations, and documentation. Data analysis includes collection, condensation, presentation, and drawing conclusions. The results show that the empowerment program has been running well. However, limitations in budget, time, and distribution networks remain obstacles, so further development is needed, especially for new or small-scale IKM players.
