Abstract
Public transportation is an alternative in overcoming traffic problems ranging from reducing congestion, accidents, pollution, and gas emissions. Trans Jatim is a program of the East Java Provincial Transportation Office with a buy the service system in the Gerbangkertosusila region. This research aims to describe the pattern of collaboration in Trans services in corridor III. The research method used is descriptive qualitative with observation, interviews, and documentation. This research was analyzed using data analysis techniques according to Creswell and collaborative governance theory according to Emerson, Nabatchi, and Balogh which includes collaboration dynamics, collaboration actions, and the impact and adaptation on the collaboration process. The results showed that the collaborative governance process has been implemented in the Trans Jatim Corridor III service. In the dynamics of collaboration, there are patterns of cooperation that form agreements between service stakeholders and forums to improve service quality. The stages of collaborative action which are a reflection of the dynamics of collaboration are carried out in the Trans Jatim Corridor III service process which requires the important role of the East Java Provincial Transportation Office and PT Yukida Multi Sinergy in preparing service operations and to realize the values of security, safety, comfort, affordability, equality, and order in public transportation services. The impact of the Trans Jatim Corridor III service consists of the expected impact of successfully overcoming traffic problems in East Java, the undesirable impact of the service load factor that cannot meet 70% during 2023-2024, and the unexpected impact, namely a surge of passengers on certain days. Then the existence of various obstacles that can interfere with service performance requires service stakeholders to make adaptations such as efforts to increase load factor, overcome passenger spikes on certain days, and overcome complaints from service users.
