Abstract
Inclusive public services are a fundamental right for every citizen, including persons with disabilities who often face barriers, discrimination, and social inequality in accessing population administration services. The urgency of this research lies in the need for service innovations that can accommodate the needs of vulnerable groups. This study aims to analyze the implementation of the D-Cards program as an effort to improve inclusive services in Malang City. A descriptive qualitative approach was used, with data collection techniques including in-depth interviews, observation, and documentation. The analysis focuses on three key activities influencing implementation success: (1) Organization, (2) Interpretation, and (3) Application. The results show that the implementation of the D-CARDs program has not been fully optimal. In terms of organization, a service team (mobile service) has been established, with stakeholder collaboration, resource support, dedicated units, and accessible service methods. However, there are still limitations in field staff, lack of technical training, and insufficient budget. In terms of interpretation, technical and operational guidelines exist, but active socialization is lacking. In the application aspect, services have been delivered according to SOPs, but technical obstacles remain. Overall, the D-CARDs program is an important innovation for realizing more inclusive public services, but support across all three aspects is needed to minimize shortcomings and ensure the program’s benefits are widely and evenly felt. The findings emphasize that the program’s success is strongly influenced by these three aspects. Therefore, the D-Cards program requires strengthened and developed human resource capacity, more active and comprehensive program socialization, and more proactive service methods to promote social justice in inclusive population administration services.
