Abstract
This research aims to conduct an in-depth study on the implementation of the boarding pass service policy in improving services at Purabaya Terminal. The research method uses a descriptive qualitative approach. Data were obtained through observation, interviews, and documentation. This research refers to the policy implementation model proposed by Van Meter and Van Horn (1975), which consists of six variables, including policy standards and objectives, resources, characteristics of implementing organizations, inter-organizational communication, attitudes of implementers, and the socio-economic and political environment. The six variables aim to assess policy implementation. Here are the research findings obtained: (1) The standards and policy objectives indicate that the division of passenger zones has met the Minister of Transportation Regulation No. 24 of 2021; (2) Resources have been implemented through the availability of adequate staff; (3) The characteristics of the implementing organization are structured and scheduled; (4) Inter-organizational communication shows that it has not been fully implemented because some bus operators refuse; (5) The attitudes of the implementers overall possess knowledge of the new system; (6) The socioeconomic and political environment is capable of implementing the boarding pass system socially by meeting passenger needs with a sense of security, economically by increasing company revenue, and politically by cooperating with the government. Therefore, the implementation of the boarding pass system has not been fully well-implemented. Keywords: Implementation, Public Policy, Boarding Pass, Purabaya Terminal
