Abstract
Optimal utilization of marine resources depends not only on the available natural resources but also on the competence of the individuals tasked with managing them. A well-functioning organization will continuously strive to improve the quality of its human resources to ensure their capabilities and potential contribute to achieving organizational goals. This study aims to analyze the influence of leadership, organizational culture, and self-efficacy on organizational commitment at the East Java Provincial Maritime Affairs and Fisheries Service. The research approach was quantitative, using a purposive sampling method with 76 civil servants as respondents, obtained using the Slovin formula. Data analysis was conducted using the Partial Least Squares (PLS) method. Leadership, organizational culture, and self-efficacy have been shown to contribute significantly to increasing organizational commitment among employees at the East Java Provincial Maritime Affairs and Fisheries Service. All three positively impact employees' sense of belonging and responsibility to the agency. With the support of these factors, employee commitment can be continuously strengthened to support the progress and sustainability of the organization's performance in the future.
