Abstract
This study aims to describe the implementation of the SRA strategy in minimizing bullying and violence among children at SMP Negeri 28 Surabaya. The strategy was analyzed through three main indicators according to Hunger and Wheelen's strategy implementation model, namely program, budget, and procedures. This study used a qualitative descriptive approach with data collection techniques through in-depth interviews, field observations, and documentation. Informants consisted of the school principal, guidance counselors, student council members, and representatives from relevant government agencies. The research findings indicate that the program indicator has been implemented innovatively and adaptively with active student involvement through various flagship activities such as “Anak Bicara Sekolah Mendengar,” “Srawung Toleransi,” and inclusion programs. In terms of budgeting, program funding comes from the Surabaya City APBD and BOS funds, allocated effectively through the RKAS. Despite limitations in guidelines, the school managed the budget efficiently and collaboratively. Meanwhile, procedural indicators show a responsive and child-friendly reporting system, including SOPs governing the swift and empathetic handling of violence cases, as well as the involvement of student peer mentors. The conclusion of this study indicates that the implementation of the SRA strategy at SMP Negeri 28 Surabaya has successfully created an inclusive, safe, and participatory school culture. This practice can serve as a best practice model for other schools in efforts to protect and empower children in the educational environment.
