Abstract

This study aims to evaluate the implementation of e-government in the E-Peken application of Surabaya City using the five stages of the United Nations e-government evaluation model, namely Emerging, Enhanced, Interactive, Transactional, and Connected. The E-Peken application is a digital platform developed by the Surabaya City Government to support the promotion and transaction of local MSME products. The research method used is descriptive qualitative with data collection techniques through interviews, observations, documentation, and literature studies. The results of the study indicate that the E-Peken application is in transition between the Enhanced and Interactive stages, but has not yet fully met the indicators for the Transactional or Connected stages. Although basic digital product and service information is available, there are still limitations in terms of interactivity, inter-agency integration, and automated transaction services. Additionally, the lack of data interoperability, analytical systems, and reporting dashboards constitutes a significant barrier to achieving an integrated e-government. This study recommends strengthening digital infrastructure, cross-agency system integration, developing end-to-end transaction features, and providing digital literacy training for SMEs as strategic steps toward e-government maturity.
