Abstract
This study analyzes the legal protection for creators of animated fanart works who use personal licenses without permission for commercial purposes, focusing on the comparison between Indonesia and Japan. The two main problem formulations raised are the comparison of the concept of applying for the use of personal licenses without permission and legal protection for creators based on regulations in both countries. The method used is normative juridical, with an analysis of legal regulations and related literature. The results of the study show that legal protection in Indonesia is still limited, so that many creators have difficulty enforcing their rights when their work is used commercially without permission. In contrast, Japan has a more comprehensive protection system with laws that support creativity and respect the rights of creators. These findings are expected to contribute to the development of copyright protection policies in Indonesia and increase awareness of the importance of respecting creators' rights. Collaboration between the government, creative industry, and society is expected to create a conducive environment for creators, so that copyright rights are protected and encourage innovation in the future.
