Abstract

Literacy is an individual’s ability to understand, listen, speak, read, and write. Today, literacy is not only about reading and writing, but also includes the ability to comprehend emerging information. However, several studies have shown that Indonesia has a low level of literacy. According to data from the Program for International Student Assessment (PISA) in 2022, Indonesia ranked 70th out of 81 countries, making it one of the countries with the lowest literacy levels. In addition, data from the Library and Archives Office of Sidoarjo Regency also showed a decrease in library visitors between 2022 and 2023, with a decline of 38,222 visitors. These survey results and data indicate that the ability to read and understand information among Indonesians—especially in the city of Sidoarjo—remains a serious concern. This campaign uses a qualitative design method to measure the understanding of literacy culture among high school students in Sidoarjo. Data collection is carried out through interviews, observations, and questionnaires. Additionally, the campaign uses the 5W+1H analysis and the TOWS Matrix to support strategic planning. In response to these issues, the “Buka Baca” social campaign was created to help improve reading habits among high school students in Sidoarjo. This campaign is not only aimed at encouraging students to read but also at educating them about the importance of literacy in everyday life. It utilizes social media and the distribution of mini QR flyers in public spaces—a method chosen due to the close relationship between the target audience and digital devices. The content delivered is light, relatable, and connected to daily life. Through this campaign, it is hoped that reading habits among high school students in Sidoarjo can gradually improve. The campaign provides educational information about the importance of a reading culture. Its goal is to encourage students to develop reading habits that support their everyday lives.
