Abstract

The high rate of human trafficking cases affecting women and children in the Philippines is fueled by social and economic factors such as poverty and social inequality. This study aims to analyze the implementation of the Palermo Protocol in the Philippines by using the Domestic Salience theory, with 3 indicators namely political discourse, institutional change, and state policy. This research uses a descriptive qualitative approach by utilizing secondary data in the form of literature review, official Philippine government documents and reports, as well as international organization data. The results of this study reveal the steps taken by the Philippine government, including the formation of the National Action Plan 2012-2016, the establishment of institutions such as the Inter-Agency Council Against Trafficking (IACAT), and the passage of Laws No. 9208 and No. 10364. Based on the three indicators of Domestic Salience, the Philippines falls into the High Domestic Salience category. This reflects the Philippines' high domestic commitment in adopting international norms to eradicate human trafficking. Keywords: Domestic Salience, Philippines, Palermo Protocol, Human Trafficking
