Abstract
Providing public services is something that the state strives for to fulfill the basic needs and rights of all Indonesian citizens. This research focuses on the implementation of public service malls as part of bureaucratic reform in Pamekasan Regency. In providing public services, the state is obliged to improve the services provided to the community. This research aims to determine the implementation of public service malls in Pamekasan Regency Public Service Malls (MPP) using the policy implementation model of Donald Van Metter and Carl Van Horn by examining six variables: (1) policy standards and targets, (2) resources, (3) organizational characteristics, (4) attitudes of implementers, (5) communication between organizations and (6) socio-economic and political environment. The research method used is descriptive qualitative with data collection through interviews, observation and documentation. The research results show that in its implementation this public service mall can be accepted by all parties. This can be seen from the attitude of the organizers and the community as service recipients who support and participate in the implementation of this public service mall. However, there were still several complaints expressed by the public regarding facilities and infrastructure that were still not available.
