Abstract
The purpose of this study is to analyze the impact of website functionality on its usability in supporting open governance in cities across East Java, highlighting the role of transparency and efficiency as mediating variables. The study emphasizes the importance of website functionality in enhancing information transparency and service efficiency, which ultimately influences the perceived usability of local government websites. This research aims to address gaps in prior studies that have not explicitly examined the interaction between these variables in the context of open governance within this region. This study adopts a quantitative approach, utilizing primary data collection through questionnaires. The research population comprises 5,199,557 residents who use local government websites in East Java cities. The sample was selected using purposive sampling techniques, involving respondents who meet specific criteria. Data were analyzed using the Partial Least Square (PLS) model to examine the relationships between variables as well as the mediating roles of transparency and efficiency. This method enables the identification of both direct and indirect effects of the independent variable on the dependent variable. The findings reveal that website functionality significantly impacts information transparency and efficiency, which directly enhance website usability. Moreover, transparency and efficiency are proven to mediate the relationship between functionality and usability significantly. This study provides practical implications, emphasizing that local governments should improve website functionality to create more transparent, efficient, and useful platforms to support better and more participatory governance.
