Abstract

The provision of accurate population identification data is a critical responsibility of the Indonesian government in fulfilling citizens' rights. The Child Identity Card (Kartu Identitas Anak, KIA) is an innovation in population administration aimed at providing public service access for children under 17 years old. This study analyzes the innovation of the Katepay Program, which expands the function of KIA as a digital payment tool in schools across Surabaya. Using a descriptive qualitative approach, data were collected through interviews, observations, and documentation, framed by Rogers' (2003) five attributes of innovation: relative advantage, compatibility, complexity, trialability, and observability. The findings reveal that Katepay extends KIA's function from a simple identity card to a digital payment instrument, offering convenience, security, and parental control over children's spending. However, adoption faces challenges such as technical complexity, limited device accessibility, and a preference for cash payments. While the program aligns with regulations, its use remains optional and has yet to become a primary need for students. In conclusion, Katepay has the potential to serve as a relevant and beneficial solution supporting the digital transformation of public services in Surabaya. It adds value to KIA's function, promotes digital literacy, and strengthens population administration. Further development of application features, infrastructure, and broader socialization efforts are recommended to enhance and accelerate Katepay's adoption in the future.
