Abstract
The implementation of public policy in managing traditional markets plays a critical role in ensuring the availability of clean, safe, comfortable, and equitable market environments. This study focuses on analyzing the implementation of policies at the Keputran Utara Market, Surabaya, using George C. Edward III's policy implementation model. The study aims to evaluate the four key variables in the model communication, resources, disposition, and bureaucratic structure to determine their effectiveness in realizing the objectives of market cleanliness, safety, comfort, and fairness. The research employs a qualitative descriptive method, gathering data through interviews, observations, and document analysis. Findings indicate that while efforts have been made to implement the policy, there are still significant challenges, especially in communication transmission, resource allocation, and bureaucratic coordination. The study concludes that although there has been progress, the full realization of a clean, safe, comfortable, and fair market environment at Keputran Utara remains an ongoing challenge, requiring more consistent policy enforcement and resource management.
