Abstract
The impact of the Covid-19 pandemic in Indonesia has caused many problems for many parties, including urban public transportation problems. The Kediri City Government plays an active role in solving urban public transportation problems in the form of a program that helps the community, namely the Kediri City Satria Bus Program. This research aims to analyze the implementation of the Satria Bus Program in Kediri City. The type of research used by researchers in this case is using a qualitative research method with a descriptive approach. Data collection was carried out by means of observation, interviews and documentation. The research results show that the implementation of the Satria Bus Program in Kediri City was quite successful. This can be proven by 1). The policy criteria show that the implementation of the Satria Bus Program has met existing indicator standards. 2) The implementing organization's criteria show that the implementing response indicators have shown positive things so that the implementation was successful, but there are deficiencies in the employee understanding indicators. 3) The criteria for policy recipients show that there is an understanding between the community and implementing organizations who are ready to become part and participants of the Kediri City Satria Bus Program.
