Abstract
The utilisation of e-government in services is considered to be a solution to create transparency as well as a solution to keep up with the changing times that are increasingly going digital. Kediri City has implemented e-government to realise accountable and transparent public services. The Population and Civil Registration Office of Kediri City is one of the local government agencies of Kediri City that implements the acceleration of the quality of public services by presenting a public service innovation in the field of population administration. One of the innovations is SAKTI (Information Technology-Based Population Administration System), a website application that facilitates the people of Kediri City in managing population administration. The presence of this SAKTI application does not necessarily replace face-to-face services at the Kediri City Population and Civil Registration Office. Some people prefer face-to-face services at the Office of the Population and Civil Registration Office of Kediri City rather than online services through the SAKTI application. This study aims to determine and analyse the Effectiveness of the SAKTI Program at the Population and Civil Registration Office of Kediri City. This research uses a qualitative method with a descriptive approach. Data collection techniques through observation, interviews, and documentation. The theory used in this research is the theory of program effectiveness according to Budiani in Maulana & Adam (2021) with four focuses, namely program target accuracy, program socialisation, program objectives, program monitoring. The results showed that the effectiveness of the SAKTI programme was still ineffective . This is because there are still people who have not used the SAKTI Application to process population documents. In addition, there are still several obstacles to the SAKTI Application.
