Abstract
The Surabaya City Government's form of e-government is by implementing e-procurement in the procurement of goods and services. E-procurement is an innovation from conventional procurement to electronic-based procurement of goods and services. The Surabaya government understands that the role of digital technology will be very important in future public services by encouraging the acceleration of services and reducing budgets with information technology. The aim of this research is to find out whether e-procurement has been effective in its implementation in the Surabaya city government. The research method used is descriptive qualitative research with reference to various references. The research focus uses effectiveness theory which measures effectiveness using indicators of goal achievement, Integration and Adaptation. Data collection techniques are interviews, observation and documentation. The technique for determining informants is purposive sampling and snowball sampling techniques. Data analysis techniques use interactive data, namely Data Collecting, Data Condensation, Data Display, Conclusions and Verifying. The validity of the data uses a credibility test, namely extending observations, data triangulation and using reference materials which in this credibility test are expected to be able to provide accurate and valid data. The results of the research were that achieving the goal was effective, but not optimal, hindered by the obstacle of a long waiting period. Blacklists that cannot be removed instantly and bandwidth issues. Integration has not yet run optimally due to the lack of promotion of E-procurement outreach to providers. Adaptation has been effective but not yet optimal because there are easier applications which reduce public interest in E-procurement
