Abstract
The city of Surabaya is one of the largest cities in Indonesia, the city of Surabaya itself is one of the creative cities that pays attention to cultural development and tourism development. This is because the city of Surabaya has many arts and cultures that have been inherited to the people of Surabaya. Along with the times, cultural preservation is one of the main challenges in the city of Surabaya. The entry of foreign culture is rapidly affecting the young generation in the city of Surabaya, concern for local culture has also faded due to the shift in local culture. This is one of the reasons to support cultural development in order to maintain sustainability and can become a legacy for future generations, the design of the Surabaya art and culture center which can be a forum for art and cultural activities both for actors, the community, and the wider community. The design method chosen is a hybrid method that combines the development of the times with cultural elements in it. The design approach using Contemporary architecture is expected to be an effort to improve art and culture that is packaged more contemporary and attractive so that users become more interested in learning about the art and culture of the city of Surabaya. As an arts and culture building, this building is designed to accommodate various facilities for arts and culture actors, local communities, and domestic and foreign tourists. In addition, it is hoped that this building will be an effort to improve culture and tourism in the city of Surabaya. Keywords: Arts and Culture Centre, Arts and Culture, Development
