Abstract

Traffic violations pose a serious problem threatening public safety and disrupting transportation flow in Surabaya City. This research aims to investigate, describe, and analyze the implementation of Electronic Traffic Law Enforcement (E-TLE) policy in reducing traffic violations in Surabaya City. The data for this study includes both primary and secondary data collected through interview, observation, and documentation techniques. The results of this study, based on indicators from the policy implementation theory by Mazmanian and Sabatier, reveal several key findings. Firstly, regarding problem characteristics, Surabaya City faces increasing vehicular density annually coupled with a lack of traffic discipline awareness among its populace. Thus, implementing the E-TLE policy emerges as an effective solution, resulting in a reduction in traffic violations. Secondly, concerning policy characteristics, the implementation of E-TLE in Surabaya City aligns with existing legal foundations and possesses clear enforcement instructions or mechanisms supported by available human and non-human resources. Its objectives and benefits are clearly defined, benefiting all road users and the community in Surabaya City. Thirdly, regarding environmental characteristics, the successful implementation of E-TLE in Surabaya City is attributed to political support from both central and local governments and community involvement, which are crucial factors in reducing traffic violations. Thus, the policy targets vehicle operators in Surabaya City, aiming to create safe and comfortable traffic conditions, evidenced by a significant decrease in traffic violations. In conclusion, the E-TLE policy in Surabaya City has achieved its target of reducing traffic violations, contributing to safer and more orderly traffic conditions.
