Abstract
After the pandemic hit the world, the E-PEKEN program - which includes a website was created with the aim of revitalizing and maintaining economic growth in the city of Surabaya. In order to encourage local economic development, the Surabaya City Government's E-Peken application and website supports and strengthens grocery stores, MSMEs (Micro, Small and Medium Enterprises), and SWK (Culinary Tourism Centers). Evaluation and characterization of the success of the E-Peken program for Surabaya City MSMEs is the main objective of this research project. Data for this research was collected through observation, interviews and recording using descriptive qualitative research methods. This research was conducted in the city of Surabaya with the aim of testing five program performance indicators as described by Campbell J.P. (1989). Program effectiveness, goal achievement, participant satisfaction, amount of input and output, and the extent to which program goals have been achieved. by using primary and secondary sources relevant to this research. This research uses a snowball sampling technique. Various strategies are used in data analysis, including data reduction, data presentation, verification, and drawing conclusions. Based on research conclusions, the Surabaya City UMKM E-PEKEN initiative has not run efficiently. Because only achieving goals is proven to be effective. On the other hand, additional indicators are still not effective due to various obstacles or inhibiting factors that make these indicators not optimal.
