Abstract

DPMPTSP Sidoarjo Regency took innovative steps by optimizing the digitalization system, which was carried out online. This was done to overcome licensing problems by launching a website-based Integrated Licensing Service Information System (SIPPADU) application, which aims to simplify and speed up the licensing process. This research aims to determine, describe, and analyze the effectiveness of the integrated licensing service information system (SIPPADU) at the Sidoarjo Regency Investment and One-Stop Integrated Services Service (DPMPTSP). The focus of this research is the effectiveness of SIPPADU services using the five focuses of program effectiveness according to Sutrisno (2007), including understanding the program, being right on target, on time, achieving goals, and real change. This research uses descriptive and qualitative methods. Data collection techniques include interviews, documentation, and observation. The research results show that the five focuses of program effectiveness, namely understanding the program, being on target, being on time, achieving program goals, and real change, have been running effectively. In the focus on understanding the program, it is known that the community understands the program due to socialization and mentoring. With the right focus, it is known that the target is in accordance with the program objectives and meets the needs of the community. The timely focus revealed that the delivery of permits was in accordance with the Sidoarjo Regency DPMPTSP public service standards. The focus on achieving the goal is that the goal of SIPPADU's existence has been achieved with the support of feature and version development in SIPPADU. In the focus of real change, it is known that there is a transformation of traditional services to digital. However, in its implementation, there are still obstacles, such as server downtime and incomplete NPWP document requirements. So quality improvement is needed so that licensing services can run more optimally. All shortcomings, problems, and obstacles in implementing SIPPADU can be properly resolved.
