Abstract

This research was conducted based on paradiplomacy activities, one of which is the Sister City cooperation between Denpasar City and Mossel Bay City from the start of exploration in 2017 until the signing of the Memorandum of Understanding in 2019. Sister city cooperation is based on the similarity of several fields to foster and improve family relations by facilitating cooperation in the fields of Tourism and Culture Promotion, Creative Economy Development, and Human Resources Capacity Building. The research was conducted from 2019 to 2023, 2019 being the first official year of sister city cooperation which lasted until 2023. Researchers want to know the extent to which the effectiveness of the implementation of sister city cooperation between Denpasar City and Mossel Bay City. By using the theory of paradiplomacy and the concept of sister city and the concept of sister city effectiveness as a theoretical basis in helping to answer the problem formulation. The type of research is descriptive qualitative research with data collection techniques in the form of literature studies derived from the official websites of the Denpasar and Mossel Bay Governments, the Consulate General of the Republic of Indonesia in Cape Town, Denpasar City, Kompas, and others as well as related journals and interviews conducted with the Head and Staff of the Cooperation Section and the Denpasar City Regional Secretariat. In the sister city cooperation between Denpasar City and Mossel Bay City, of course, there are several obstacles and constraints, one of which is due to resources and the Covid-19 pandemic. Furthermore, based on the findings of the research results, it is concluded that the cooperation can be said to be fully effective during 2019-2023, because there is a conformity of indicators of the effectiveness of the implementation of sister city cooperation ranging from alliance capabilities, resources, memorandum of understanding, planning process, commitment, social involvement, management capabilities, communication, reciprocity and the formation of strong relationships, evaluation, and government policy itself.
