Abstract
The regulation for disbursement of jht funds received a change in the disbursement procedure through amendments to PERMENAKER Number 2 of 2022 with one of the changes in the new regulation is that the requirement to disburse JHT funds can only be made if the authorized holder has reached the age of 56 years. The change in regulation then became a hot topic of discussion on Twitter social media because the change was felt to be impartial to the community. The public discussed their concerns about the change in regulations using the same keyword, namely JHT. The JHT keywords then became a form of Twitter Activism where they interacted and communicated with each other to form communication networks. This research was conducted to find out how the mapping of the communication network that was formed related to this issue by analyzing quantitatively the JHT Twitter Activism phenomenon using multilevel analysis methods, namely analysis at the content level, behavior analysis, and analysis at the network level. In addition, this study uses the assistance of NodeXL and Rstudio applications in the analysis process. Based on the results of the analysis that has been carried out, it is known that there are three largest groups with each issue being raised and the @zahraamalias account being the top influencer account in this issue network.
