Abstract
Tobacco commodities have a strategic role for the national economy and contribute in the form of state revenue in the form of excise and foreign exchange, a source of income for farmers and employment providers from upstream to downstream. Prancak Village, Sumenep Regency is a madura tobacco producing center that is known to have the best quality with a distinctive and aromatic taste, and its residents are majority working on tobacco for generations. The problem faced by tobacco farmers in Prancak village is price and production fluctuations that indicate there is a risk in farming. Obstacles in tobacco farming in Prancak village are the provision of capital, weather anomalies, unstable prices, cultivation techniques are still traditional and hereditary, and the use of production factors has not been efficient and optimal. The purpose of this study is to analyze the level of risk and identify the cause of the risk, as well as describe actions for the risk control of tobacco farming in Prancak Village Risk analysis methods using analytical network processes and fishbone diagrams. The types of data used are primary data and secondary data. The results showed that the source of agricultural risk can come from production, human resources, market, institutional, and financial risks. The types of risks that could potentially affect tobacco farming are: 1) the availability of capital (financial); 2) price (market) uncertainty); 3) climate and weather uncertainty (production); 4) skills and knowledge (HR); 5) Government (institutional) policy. Risk control can be done by conducting a pattern of partnership with the tobacco products industry, it takes the role of the government to improve development policies, strengthen agricultural institutions and disseminate technological innovations for farmers.
