Abstract
There have been many changes in conditions during this COVID-19 pandemic. In the midst of this changing condition, KPP Madya Sidoarjo as a place for tax services seeks to continue to carry out tax socialization activities to taxpayers in an effort to increase tax awareness. Socialization activities that were originally carried out offline during this pandemic turned into online socialization. This study discusses how the communication strategy of the Sidoarjo Intermediate Tax Service Office in implementing the socialization of annual tax returns during the COVID-19 pandemic. The research method used in this research is qualitative by using O.U.Effendy's theory of communication strategy. Data collection was carried out by conducting in-depth interviews with the extension division of KPP Madya Sidoarjo. The result of this research is that there is a communication strategy carried out by looking at how KPP Madya Sidoarjo knows the audience, compiling messages, determining methods, selecting media, and applying communicators.
