Abstract
Covid-19 has triggered three communication challenges: information overload, information uncertainty, and misinformation. Ignoring these challenges will only exacerbate crises such as that experienced by Iran when hundreds of its citizens died from alcohol abuse or the destruction of 5G network towers in the UK. Therefore, the government as a policymaker needs to overcome this challenge so that the handling of Covid-19 can run optimally. In this study, researchers want to find out how the Surabaya City Government carries out the communication strategy as a city with a risk of transmission and a high level of information needed in facing communication challenges in the community during the Covid-19 pandemic. Through case study research methods and data collection in interviews, observations, and library research, the researchers found that the Surabaya City Government strategy went through 4 phases: preparation, crisis initiation, maintenance, and resolution. In the preparation and resolution phases, government communication activities focus on building the reputation and basic knowledge of the community in preparation for the upcoming communication challenges. Meanwhile, in the initial phase of crisis and maintenance, the city government focuses on managing the existing communication challenges to minimize their impact.
