Abstract
The Family Hope Program (PKH) is the epicenter and center of excellence for poverty reduction that synergizes various social protection and empowerment programs. However, in practice, PKH often experiences inaccuracies in data collection so that PKH does not reach the poor who really need it. This study aims to determine the implementation of PKH in Gunung Anyar District, Surabaya City. The research method used is descriptive qualitative which produces data in the form of written words from the results of interviews, observations and documentation. The results of the study indicate that: 1) Communication has not been carried out properly regarding coordination between agencies, the place for disbursement of funds (Bank Himbara) and PKH social assistants, 2) The resources that have been carried out have not been carried out properly, considering the number of employees/staff in the Welfare Section. Gunung Anyar District is limited. This makes the disbursement of funds late, plus the data is not real time, 3) Disposition has been implemented properly. It is evidenced by the understanding that the officers did not find any rejection from KPM for PKH social assistance, and there was a continuous good intensity of response by PKH social assistants to KPM, and 4) The Bureaucratic structure had been implemented properly and according to written SOPs from the Ministry of Social Affairs. Keywords: Implementation, Social Assistance, Conditional Cash Transfers
