Abstract
This research is based on the phenomenon of efforts to realize poverty alleviation program which in its implementation is through non-cash/banking procedures so that the Ministry of Social Affairs together with the Social Service region and in cooperation with the local government to provide a program, namely the Non-Cash Food Assistance (BPNT), whose aim is that the program poverty reduction can be more effective and targeted, support increasing the food security of aid recipients, as well as providing convenience in controlling, monitoring and reducing deviations. This type of research is qualitative research. The research location is in Wonocolo District, Surabaya City. The focus of this research is based on Measures of Program Effectiveness according to Makmur (2011:7) in this case there are 4 the objectives of the study, namely: 1. Timing Accuracy, 2. Internal Accuracy Making Choices,3. Accuracy In Setting Goals, 4. Accuracy Of Targeting. Data collection techniques by means of observation, interviews, and documentation. The research results obtained are, 1) Timing Accuracy, time the implementation of the Non-Cash Food Assistance (BPNT) program, especially in the process of distribution of aid, both aid funds received by the Recipient Family The benefits (KPM) of BPNT and e-warong operational assistance funds are implemented on time according to a predetermined schedule. 2) Accuracy in Determining Options, the choice of target recipients of the BPNT program still need improvement. Meanwhile, the choice of needs (rice and eggs) is also not fully implemented effective because there are restrictions in terms of exchanging food needs. 3) Accuracy in setting goals, in realizing the goals of the program BPNT, the government's strategic steps are quite good, but not yet effective and still needs improvement. 4) Target accuracy, in this case focuses on the target of using the Prosperous Family Card which is a electronic cards for the distribution of the BPNT program are still considered ineffective, because there are still some obstacles and problems that still occur.
