Abstract
Public safety is the responsibility of a country until it narrows to existing parts from within a State, traffic and road transport are needed to support development and national integration as an effort to realize general welfare as mandated by the constitution Republic of Indonesia 1945. Transport and traffic norms It aims to achieve security, welfare, storage and given to people who have the right to use the road general. Traffic discipline is one reflection that must be followed show every community as a legal subject who must have a sense of obedience to the norms that have been set, to achieve orderly, peaceful and prosperous society. The purpose of the author taking this research is because the author also participate in feeling public awareness of other things in comply with and follow the rules currently in force. this research using this type of qualitative research. The research location of the Harbor Police Tanjung Perak Surabaya. The informant in this research is AKP Ayip Rizal. SE as Kasatlantas Polres Tanjung Perak Port Surabaya and staff. Technique data collection by participating in socialization tasks and sympathetic operations as well as interviewing, taking pictures and documenting activities the. from the results of this study indicate that building People's habits and discipline must be known from the beginning early, because that's where the habit is formed whether or not to violate applicable regulations and always comply with these regulations. Keywords: Prevention and reduction of accident rates and counseling to the community about the importance of complying with past regulations traffic in order to create conditions that are safe, peaceful, prosperous and conducive.
