Abstract
Human resources greatly determine the process of successful performance of a company organization. Human resource development, aiming for more facilitate the realization of organizational goals, because the quality of human resources humans are considered capable of carrying out their duties and functions as employees in an organization. The importance of HR training and development At PJB, employees are expected to be able to do their jobs or have capabilities according to competency needs, this also has an impact on the assessment people as customers. For this reason, PJB is committed to improving the capacity and capability of each employee at all levels of the organization in support the current and future performance of the Company. Purpose of research This is to find out, describe and analyze how Training and Human Resources Development (HR) at PT. Java-Bali Power Plant Surabaya City. This type of research is descriptive qualitative. The data analysis techniques that will be used in this research are: Interactive model according to Milles & Huberman (2014). Research result shows that Competency-Based HR Training and Development At PT Pembangkitan Jawa-Bali Surabaya City it has been carried out with maximally through training and development based on technical competence and non owned by employees.
