Abstract
This study aims to determine the empowerment of neglected children in UPTD Kampung Anak Negeri Surabaya City. The research method used in this research is the qualitative method. The focus of the research is based on the theory of Wrihatnolo and Dwijowijoto, regarding empowerment as a “process of being” which has the following stages: 1) Awareness stage, 2) Capacity building; and 3) Empowerment stage. The results of this study are: 1) The awareness stage is still lacking in its implementation. Although socialization and assistance have been provided, it is still not optimal because there are still some neglected children who run away and parents of abandoned children who pick up their children and decide to stop participating in the empowerment program. 2) The capacity building phase has been carried out properly through training and capacity building through the technical guidance provided. 3) The empowerment stage of empowerment has been good enough to provide power to abandoned children in the city of Surabaya through assistance in promoting products at hotels and offices that have collaborated with UPTD Kampung Anak Negeri Surabaya City.
