Abstract
Economic development and economic growth in Gresik Regency is one of the rapid areas in East Java Province. The process of economic development and economic growth will ultimately lead to structural transformation. This study aims to determine the basic sectors and non-base sectors that are potential in creating jobs in Gresik Regency and identify the potential economic sectors as a guide in developing basic and non-base sectors. The research method used is a quantitative research method, this study uses secondary data that is employment data represented by the number of residents aged 15 years and over who work according to the main field of business for the period 2013-2017 (time series) in Gresik Regency and East Java Province. Analysis tool used by Location Quotient to find out which base and non-base sectors are owned by the region, Sihft Share analysis is to compare the difference in growth rates in various sectors in the region with the national territory, analysis of the value of the Employment Base Multiplier to see the magnitude of changes in total employment opportunities for every one change in employment in the sector basis. The results of the analysis showed that of the nine sectors the change in employment opportunities in East Java Province experienced an absolute change of 41,005 workers or 7%. The biggest employment opportunity is occupied by the trade sector, which changes to 31,440 workers or 24%. Also note that there are a number of basic sectors, namely the manufacturing sector, the electricity, gas and water supply sector, the construction and construction sector, the trade sector, and the community service sector.
