Abstract
The existence of suboptimal labor absorption can affect the occurrence of the phenomenon of unemployment. Unemployment is one of the labor problems that not only occurs in the national scope but also almost occurs in every province and regency/city. Sidoarjo Regency is one of the districts that has the highest Open Unemployment Rate in East Java province for three consecutive periods. As a leading sector, the Sidoarjo Regency Manpower Office plays an important role in reducing the existing unemployment rate. The research method used is a qualitative method with data collection techniques in the form of interviews, documentation, and observation. The theory used in this study is Kusumasari which includes institutions, policy implementation, human resources, technical resources, financial systems, and leadership. The results showed that the capability of the Sidoarjo Regency Manpower Office to reducing unemployment has been considered quite successful, but there were still some constraints on the aspects of existing human resources and technical resources.
