Abstract
Literacy in Indonesia is relatively low at 0.001 percent. Referring to literacy data from East Java Province, Bangkalan Regency has a reading hobby level (TGM) of 67.2. As a strategy to increase the literacy of school age users, The Department of Library and Archives Regency Bangkalan carries out several program stages, SWOT analysis, program planning in program implementation, monitoring and evaluation, and reporting. This research aims to find out about the communication strategies carried out by The Department of Library and Archives Regency Bangkalan in increasing the literacy of school age users. The method used in this research is descriptive qualitative method. Qualitative research in this study was carried out by collecting data, observing and in-depth interviews with staff, librarians and school-age users. Then the resulting data is analyzed and conclusions are drawn that focus on the research, then the researcher can present descriptive data. The results of this research indicate that to increase the literacy of school-age users at The Department of Library and Archives Regency Bangkalan, they have implemented a communication strategy which was analyzed using a five-step strategy model. Apart from that, specific strategies to increase literacy consist of 4 forms of strategy, namely internal (Bangkalan Library Development Training and Social Inclusion Based Library Transformation Development), external (Bangkalan Literacy Building, Mobile Car Visits, Digital Library: eBecah, User Visits to the Library, Literacy seminars , Selection of Literacy Ambassadors, and Storytelling Competition), Digital (Social media management: Instagram, Facebook, Youtube, and TikTok), and Collaboration (Bangkalan Children's Forum and PT Gramedia). Then the results of increasing the literacy of school age users can be seen in the level of literacy and the level of visits to the library which leads to the success of the communication strategy implemented by The Department of Library and Archives Regency Bangkalan.
