Abstract
Sidoarjo regency government has created Sidoarjo regency regional Regulation Number 3 of 2016 on the arrangement and empowerment of street vendors as a response to the proliferation of street vendors as an informal sector economy that is expected to reduce unemployment in Sidoarjo regency. One of the street vendors of concern is Gading Fajar street vendors which is the largest street vendors with a total of 1,200 street vendors. The success of Sidoarjo regional Regulation Number 3 of 2016 is still being questioned because there has never been an evaluation of the policy. This study aims to determine, analyze and describe the evaluation of Sidoarjo local regulations number 3 of 2016 using qualitative methods of case studies written descriptively. Evaluation of Sidoarjo regional Regulation Number 3 of 2016 uses the theory of William N. Dunn (2003) which has six criteria, namely effectiveness, efficiency, adequacy, alignment, responsiveness and accuracy. The results showed that from the effectiveness criteria, Sidoarjo regional Regulation Number 3 of 2016 is still not effective because the achievement of goals and the involvement of the authorities has not been maximized. However, there is effectiveness in monitoring the arrangement of street vendors conducted by Satpol PP Sidoarjo regency. From the efficiency criteria, it shows that the arrangement of street vendors has been running efficiently in terms of time and resources, but not efficient in terms of cost resources. From the adequacy criteria, it shows that the Sidoarjo regency regional Regulation Number 3 of 2016 has not been considered sufficient as a guideline for the arrangement and empowerment of street vendors because the Sidoarjo regency cooperative and Micro Business Office has not optimally implemented it so that the Sidoarjo regency Satpol PP is more dominant in enforcing the arrangement of street vendors themselves. From the leveling criteria, it shows that the distribution of facilities and infrastructure and the distribution of costs is still uneven, but there is a leveling in the socialization by the Municipal Police of Sidoarjo regency. From the responsiveness criteria, it shows that the Department of Cooperatives and micro enterprises of Sidoarjo regency and Sidoarjo regency Satpol PP received various acceptance and rejection responses but were able to overcome and PKL Gading Fajar was satisfied with the arrangement made by the Sidoarjo regency Satpol PP and continues to await empowerment from the Sidoarjo regency Department of Cooperatives and micro enterprises. From the accuracy criteria, it shows that, the accuracy of the objectives and benefits obtained are still not balanced because in its application in Gading Fajar it is still focused on structuring and has not led to empowerment.
