Abstract
Generally, Perum BULOG has two functions, as Public Service Obligation (PSO) and as a commercial company. The two functions above should be carried with a good coordination and performance from each sector in the company. The purpose of the research are 1) Identifying the performance of Perum BULOG Kantor Wilayah Jawa Timur as Public Service Obligation (PSO) and as a commercial company along with its implementation; 2) Identifying and analyzing Perum BULOG Kantor Wilayah Jawa Timur’s performance as a commercial company with Balanced Scorecard method; 3) Identifying the comparison of performance measurements using used methods and using Balanced Scorecard methods in Perum BULOG Kantor Wilayah Jawa Timur. Qualitative descriptive analysis method used for figuring out the overall performance mechanism in Perum BULOG and for compares the result of performance measurements in other company, meanwhile the Balanced Scorecard method used for measure the company performance based on four prespective. The result of this research are 1) In doing daily work, the employees are devided to working groups based on their functions; 2) The performance of Perum BULOG Kantor Wilayah Jawa Timur is in good predicate; 3) Balanced Scorecard method is more accurate to measure the performance appraisals.
