Abstract
The development of information technology is an important part for companies or organizations which can improve company performance. The better the information technology in a company will add positive value and have an impact on the company. The Surabaya City Communication and Information Service is one of the government agencies that is trying to realize good governance with e-Government. One of the efforts made to make this happen is to facilitate the implementation of an Electronic Based Government System (SPBE). In realizing SPBE's objectives, management change is an important aspect in its implementation. The implementation of SPBE change management at DINKOMINFO itself has not run perfectly, resulting in the implementation of change management not running according to the applicable stages. Based on the existing problems, the aim of this thesis research is to measure the level of SPBE Change Management capability with the selected domains, namely BAI06 (Manage Changes) and BAI07 (Manage Change Acceptance and Transitioning), as well as solving the expected values with current conditions and providing recommendations improvements using the COBIT 5 framework. The assessment results in this thesis research show that BAI06 and BAI07 are at level 1 or performance and with a deviation value of 0 or no distortion. This is because the expected value and current conditions have the same value. The results of recommendations for improvement which were prepared based on findings from the assessment results, list of findings, and validation of work products totaled 15 recommendations.
