Abstract
Based on Law Number 26 of 2007 mandates that every region must have Green Open Space as a form of spatial planning policy. The city of Surabaya is one of the cities that implements Green Open Space by having several parks, both active parks and passive parks. The existence of city parks in Surabaya is a form of embodiment of the Regional Regulation of the City of Surabaya Number 12 of 2014 concerning the Spatial Planning for the City of Surabaya for 2014-2034. One of the parks in the city of Surabaya is Suroboyo Park. In this study the method used is descriptive with a qualitative approach. The focus of this study uses William N. Dunn's theory of six criteria (2003) that is effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The research results obtained from the effectiveness show that the goals achieved and realized by the community are good. In terms of efficiency, it was not implemented well because in the management of Green Open Space in Suroboyo Park there was a lack of community involvement. In terms of adequacy, it can solve the problem quite well. In terms of equalization it can be seen that it is not distributed evenly among all target groups. The indicators of responsiveness given by the community to the Green Open Space in Suroboyo Park are quite good responses. On the appropriateness indicator, it can be said that the accuracy of the Green Open Space in Suroboyo Park is correct because it has provided useful benefits to all target groups and the existing results are in accordance with the desired objectives.
