Abstract
To realize clean, effective, transparent and accountable governance as well as quality and reliable public services, an electronic-based government system is needed and to improve the integration and efficiency of an electronic-based government system, governance and management of an electronic-based government system is needed nationally. However, the Surabaya Communication and Informatics Office has not implemented one of the SPBE Management, namely change management. IT change management is needed to organize and manage scope changes in the Presidential Regulation to the conditions before and after the change was made. To manage these changes, a Standard Operating Procedure (SOP) is needed regarding change management to the existing scope of the Surabaya Communication and Information Service, which includes organization, applications, infrastructure, business processes, services, data and information, security, and architecture based on the ITIL V4 framework. The final result of this field work practice assignment research is a Standard Operating Procedure (SOP) document regarding change management to the existing scope of the Surabaya Communication and Information Service based on the framework and ITIL V4. The preparation of SOPs is expected to provide a clear standardization of the performance of the Surabaya Communication and Informatics Office in managing the development of the existing scope.
