Abstract
This study aims to examine and analyze flood disaster mitigation actively and passively carried out by BPBD Sidoarjo Regency. The research method used is descriptive qualitative. Data obtained through observation, interviews, and documentation. The focus of the study of mitigation is based on Perka BNPB Number 4 of 2008 which is classified into 2, namely passive and active mitigation. The results of this study indicate that passive flood mitigation is carried out by BPBD Sidoarjo in minimizing the risk and impact of flood disasters including the formation of FPRB, creation of flood risk maps, flood management SOPs, Integrated IHT activities, SMAB-based passive mitigation activities, and the formation of a disaster task force unit, namely Tagana whose members have been trained in the field of disaster management as well as the field of social welfare and Destana as a village forum-based organization. While active mitigation is carried out through making information boards on flood-prone maps, Sigap applications, disaster management training, establishing integrated emergency alert posts, providing public kitchens for flood-affected communities, building water pump houses and maintaining DAMs. Overall disaster mitigation has been carried out well, but in some mitigation activities, massive efforts are needed so that it can be carried out optimally.
