Abstract
Low public literacy is one of the reasons for the low quality index of Human Resources (HR) in Indonesia. The city of Surabaya, which is a city of literacy, has taken corrective actions to improve literacy culture through the Gendis Sewu program (The Movement to Give Birth to 1,000 Writers and 1,000 Storytellers). This study aims to find out how the Pagesangan People's Library, Jambangan District, Surabaya City carries out a strategic management process to improve literacy culture through the Gendis Sewu program. This study used a qualitative descriptive research method, with data obtained through observation, interviews and documentation. The results of this study indicate that the strategy implemented by the Pagesangan People's Library, Jambangan District, Surabaya City has been going well. This is evidenced by various program innovations and supported by adequate human resource capabilities from the Gendis Sewu program. The obstacles that occur are the initial introduction phase and the role of parents to introduce fairy tales. However, to overcome these obstacles, corrective steps have been taken by focusing on corrective actions and problem solving in response to existing obstacles. However, the Gendis Sewu program does not carry out budget decisions that are in accordance with the principles of public sector budgeting or in other words non-budgetary.
